Dear Giovanni,
After creating the neurons, you need to manually change their refractory period:
nodes = nest.Create("iaf_cond_exp", 100))
# In[13]:
for neuron in nodes:
nest.SetStatus( [neuron], {“t_ref": np.random.normal(2,1)})
